I know only too well what a hot potato this is. Here is , at last some movement. (I have not included Dominique's original letter of objection - which was lucid and to the point- but will if she does not mind)
Here is the sequence of correpondance, (in reverse as it's from my inbox.)

There is no such thing as a "council pass". There are only "resident parking permits" in residential (ie not commercial) streets. The only "pass" that coucil use is a "Council vehicles accepted" and this is used for trucks etc in specific signposted areas.
Certainly the short stay spaces will only be available in the school time slots - the issue will be what happens to the residential parking ie now we can clear the residential parking outside the school b/c it is a "No Parking" in the school drop off and pick up times. As it stands it is a residential parking area at other times so, the short stay spots may have to be residential permit holders exempt (as they are for other time periods) and therefore the spots will fill up over night with residents and will not clear by the morning.
Anyway, traffic and parking are always more complex than people at first think; what we can do is bound by state government and national standards for signage etc etc. At least we can have a go at making it better than it now is.

The parents will be very happy with that if we can manage it.
We were also tossing about amongst ourselves the possibility of the short stay free parking only being at school drop off and pick up time. 8.45-9.15am ans 2.45-3.15pm . perhaps with a council pass issued by the school. What do you think?

"Council reviews the current parking restrictions on Warners Av adjacent to the Bondi Beach public school and investigates the feasibility of providing a number of short stay (5-15 minutes) spaces for the use of parents dropping off and picking up school children."
